Media event date: 29 June 2026 Date published: 29 June 2026 Media type: Media release General public The Albanese Government will deliver on our election commitment to increase bulk billing in the ACT with the opening of three new fully bulk billing GP clinics. Two clinics will open in Tuggeranong and the Woden Valley (temporary location) this week, with the Gungahlin clinic to open in the next month.
From today, people living in the Woden Valley will have access to free healthcare at the Coombs Bulk Billing Practice, located at 90 Corinna Street, Phillip, before it moves to its permanent location in the Molonglo once the new fit-out at Coombs is complete. The South Tuggeranong Next Practice Community GP clinic will service the community from tomorrow and is located at Unit 1, 17 Sidney Nolan Street, Conder.
These new bulk-billing clinics were an election commitment from the Albanese Labor Government and will be funded by a $10.5 million Bulk Billing GP Attraction Initiative to support attracting more general practitioners to the ACT and help ensure timely access to primary healthcare services. There are now 23 fully bulk billing practices in the ACT, with eight switching from mixed billing since the government’s record investment to strengthen Medicare came into effect on 1 November 2025.
Quotes attributable to Minister Gallagher: "Improving access to bulk billing has been one of the Albanese Government's highest priorities in Canberra. "Whilst we have seen a slight uptick in bulk billing in Canberra, it isn't enough. With the new clinics opening in Woden, Tuggeranong and soon Gungahlin, we're making it easier for Canberrans to see a doctor without worrying about the cost and we want to see the number if bulk-billed presentations across Canberra continue to increase." Quotes attributable to Minister Butler: “The Albanese Government wants all Australians to get the health care they need when they need it, and we’re committed to supporting more bulk billing GPs in Canberra.
“Canberra has had issues with GP availability for a long time. Having three new GP clinics will help make medical care cheaper and more accessible for many Canberrans.” Quotes attributable to David Smith MP: "Opening new fully bulk billing GP clinics in Woden and Tuggeranong is great news for people living in Canberra's south. "These new clinics will make it easier for local families, older Canberrans and people with young children to get the care they need, close to home."
