Senator SCARR (Queensland) (12:58): Minister, I'm confused, and perhaps I should be asking questions of both Senator Shoebridge and you as the minister. Senator Shoebridge, in his contribution to the debate, talked about the withdrawal of those amendments, yet now, Minister, you're talking about deferral of those amendments. Which is it? Is it a withdrawal or a deferral?
