The PRESIDENT: The question is that general business notice of motion no. 50, standing in the name of Senator Thorpe, be agreed to. Those of that opinion, say aye; against, no. I believe the noes have it?
Senator Thorpe: The ayes have it. The PRESIDENT: I think I only heard one voice, Senator Thorpe. Honourable senators interjecting— The PRESIDENT: Order!
I think we all know the rules for formal motions, so, when I call, please indicate clearly what your vote is. Senator Gallagher: I was of the understanding that Senator Thorpe was going to amend this motion, but I didn't hear the amendment being moved, which is why we opposed it. We were to support the motion if the motion had been amended as per discussions.
The PRESIDENT: Well, Senator Thorpe hasn't moved an amendment, the vote has been put, and a division has been called for. A division having been called and the bells being rung— Senator Gallagher interjecting— The PRESIDENT: With the indulgence of the chamber, Senator Gallagher has asked leave to cancel the bells and recommit the vote. Leave granted.
The PRESIDENT: Senator Scarr, Minister Gallagher is happy to give an explanation if you require one; otherwise, I'm going to recommit the vote. Senator Scarr: If you want to, Minister.
