Why can't the department just tell us what is going to happen here or what the general set of rules is? Why doesn't it just say: 'No.

Absolutely not. We're not going to base this on a hypothetical, random scenario of some worker that might just work Sundays or a worker that might just work on public holidays'? Why not provide that clarity?
