Senator KOVACIC (New South Wales) (17:58): I'm trying to understand why we are then legislating in a way that pushes those small businesses into those costly bargaining processes rather than allowing those simpler, direct arrangements with their own staff and with the people that they deal with on a day-to-day basis. Why can't they just do that?
