Senator WATT (Queensland—Minister for the Environment and Water) (18:25): I'm advised that, even when these changes pass, it is possible to pay an employee a higher rate. What you can't do is pay them a lower rate and cut their penalty rates and have them go backwards. That would be the practical effect of this.
