Senator WATT (Queensland—Minister for the Environment and Water) (18:30): I guess the distinction is that we use the word 'must' in the act when we are setting out the principle that the commission must take into account. The way it works that out and the way it reaches its decision is a matter for its own discretion. That's probably the simplest way I can explain that distinction.
