Senator KOVACIC (New South Wales) (18:55): Now that there is significant evidence from the Senate inquiry suggesting that there may potentially be a burden to small businesses and that that could be an unintended consequence of this bill, would you consider that modelling should be done before the passage of the bill to ensure that Australian small businesses aren't placed under even more pressure than they already are under?
