Senator KOVACIC (New South Wales) (19:05): How do they determine it if you've legislated that they 'must' do something? That's confusing to me, because you've been prescriptive to them in the application, and you've said that a regulatory impact statement wasn't required because the bill was about how the Fair Work Commission operates. That doesn't make sense to me. Which is it?
