Senator ROBERTS (Queensland) (12:20): Minister, is this correct? To be eligible for Medicare, a person must be living in Australia and meet one of the following criteria. They must be an Australian citizen; a New Zealand citizen living in Australia; an Australian permanent resident or someone applying for permanent residency, within certain conditions; a temporary resident covered by a ministerial order; a resident of Norfolk Island, Cocos (Keeling) Islands, Christmas Island or Lord Howe Island; or someone covered by a reciprocal healthcare agreement within their own country—New Zealand and Great Britain are two of the 11 countries, but otherwise they are small Western countries.
