As I've sort of indicated already, the bill that's before the Senate seeks to deal with the change in the maximum co-payment. It is not a bill that deals with eligibility.

The officials here have not come prepared to answer questions at the level of detail that you're asking them in terms of numbers of people who are eligible under certain kinds of visa categories.
