Telecommunications Legislation Amendment (Triple Zero Custodian and Emergency Calling Powers) Bill 2025

Senator HANSON-YOUNG (South Australia—Manager of Australian Greens Business in the Senate) (12:43): I've got some questions for the minister. I want to understand why it is that it's taken 18 months to get this piece of legislation introduced into the House and then brought to the Senate. This recommendation to establish a triple 0 custodian was a recommendation of the Bean review, which followed the previous disastrous outage from Optus some two years ago.

The government's own commissioned review recommended that this needed to happen as a matter of urgency, and it's taken till another deadly wake-up call for the government to act. So why, Minister, did it take so long, and what have your department and government been doing in the meantime?
