The PRESIDENT (09:35): The question is that the amendment as moved by Senator Duniam be agreed to. Question agreed to. The PRESIDENT: Senator Ruston has indicated that the opposition wishes to separate part (a) from (b) and (c) of the government's amended motion.

The question is that part (a) of the amended motion moved by Minister Gallagher be agreed to. A division having been called and the bells being rung— Senator Gallagher: So we don't lose time on a division, can we just have it recorded that the government supported section (a)? The PRESIDENT: Minister Gallagher is seeking leave to cancel the division.

Leave granted. The PRESIDENT: The question is that part (a) be agreed to. Question negatived.
