Senator GALLAGHER (Australian Capital Territory—Minister for Finance, Minister for the Public Service, Minister for Women, Minister for Government Services and Manager of Government Business in the Senate) (12:19): That was the decision the government took. We wanted to ensure that we could have this power available at the earliest opportunity. There was legislation before the parliament that would allow us to move this as a schedule to that legislation, and that was the decision the government took.

I accept that you don't agree with it, but it's our decision, and we have been very upfront about it.
