I don't know how you would get that sort of advice or model the kind of advice that would give the government numbers.
It's not based on numbers. It's based on a very specific and narrow set of circumstances which would lead to that benefit restriction notice being utilised. This is about ensuring that we have a full range of powers available to us, should they be required, in the very rare circumstances that a benefit restriction notice might be applicable.
