Senator GALLAGHER (Australian Capital Territory—Minister for Finance, Minister for the Public Service, Minister for Women, Minister for Government Services and Manager of Government Business in the Senate) (12:58): It was identified as a gap in the powers available to government, and advice was provided by a number of agencies. I'm not in a position to talk about individual matters, but it was based on identification of a gap in or a lack of legislative response to a particular set of circumstances which are covered by the benefit restriction notices—that is, someone in receipt of income support being charged with committing a serious violent or sexual offence, who has an outstanding arrest warrant and is a threat to public safety.
