Senator COX (Western Australia) (15:04): The EPBC Act has been around for more than 25 years, and it's been five years since an independent review into the act recommended sweeping changes, most of which have been dealt with in your proposed reforms. The issues with these laws have been well ventilated and are well understood by the community, so why is it so important that these laws are passed by the Senate this week?

What are the risks if this is delayed yet again?
