Social Security and Other Legislation Amendment (Technical Changes No. 2) Bill 2025

Senator GALLAGHER (Australian Capital Territory—Minister for Finance, Minister for the Public Service, Minister for Women, Minister for Government Services and Manager of Government Business in the Senate) (10:18): The changes that have since been found to be unlawful were made in September 2003. It's clear from this date that income apportionment was unlawful for most payment types.

Prior to 2003, the use of income apportionment and its legal status is less clear, so the scheme is open to debts accrued after 2003.
