I was of the understanding that Professor Samuel did recommend rulings in his review. I can see him up there, and he probably knows better than me.
What I'm advised is that it wasn't in his review that he recommended rulings; he subsequently spoke of, including at the Senate committee inquiry, the benefit of rulings.
