Senator DAVID POCOCK (Australian Capital Territory—Independent ACT Whip) (17:57): On that—and I guess it's also linked to the species or ecosystems you said earlier that can't be offset—if the Threatened Species Scientific Committee recommends that a species or ecosystem be included on their list, does the minister have to accept that? If they don't, do they have to provide a public explanation as to why they're not taking the advice of the scientific committee to protect a species from being able to be offset?
