Senator TYRRELL (Tasmania—Independent TAS Whip) (14:37): Within the school system there is a consent and respectful relationship program that is being promoted, and it seems to be a great program in theory. There was $41 million put in place for that without a framework that was meant to set standards and ensure work adhered to the evidence base. The framework came out a few weeks ago, nearly 18 months overdue.

In the time between the beginning of the program and the release of the framework, states and territories spent half the Commonwealth funding allocated to the initiative. Do you think this has been an effective use of taxpayer money?
