Senator PAYMAN (Western Australia—Australia's Voice Whip) (14:54): Minister, you haven't answered the question of when we will see ships on our coast, and this leads me to my next question. Does the Labor government break its contracts with unions and workers, like the Maritime Union of Australia, when it makes promises like the strategic fleet in the lead-up to an election but fails to deliver upon them?
