The SPEAKER (13:10): The question before the House now is that the amendment moved by the member for Ryan be agreed to. A division having been called and the bells having been rung— The SPEAKER: As there are fewer than seven members on the side for the ayes in this division, I declare the question negatived in accordance with standing order 127. The names of those members who were in the minority will be recorded in the Votes and Proceedings.

Question negatived. Mr Burke: I'm just conscious, given the urgency, we were told, of dealing with this, that we've got no Liberal members of the frontbench in the chamber at all. Should we wait any longer before we put the questions?

The SPEAKER: I just wanted to give everyone the opportunity to have their say, but I don't want to detain the House any longer. There will be one vote before the House on the two bills. I want to make sure it's clear so that everyone follows the process.

So the question is that the bills be now read a second time. Question agreed to. Bills read a second time.
