Senator ALLMAN-PAYNE (Queensland) (13:04): Minister, you say that this is urgent and serious, and yet the department knew about this unlawfulness. I know it keeps being framed as inconsistency with the law or being unaligned to the legislative framework. Let's be clear: it is unlawfulness.

The department has known about this for six years. You have been in government for four. If it is so urgent and serious, why has it taken four years to bring this bill before the parliament?
