National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026
Mr BUTLER (Hindmarsh—Minister for Disability and the National Disability Insurance Scheme, Minister for Health and Ageing and Deputy Leader of the House) (20:46): I thank all members who have contributed to this debate right across the chamber. I think every member who has done so, and every member who has not had the ability to do so in the chamber but is participating in a range of debates in a range of places, comes at this debate from a shared position of pride at this monumental reform that was enacted 13 or 14 years ago—something that had been really just a dream of generations of disability activists and advocates.
But also, across the chamber and more broadly in the community, there is a deep sense of concern that this scheme has got off track and, if it is to be secured for the long term, needs some very substantial change. There is a significant opportunity for us to continue to debate perspectives on that change. There's the Senate inquiry.
The personal stories that members from across the chamber have shared—most recently the member for Flinders's story of Michelle and her child—are really the sorts of things we must have completely front of mind as we progress through what will be an important but, I acknowledge, difficult debate in parliament in coming weeks. So I thank members for their contribution.
The SPEAKER: The original question was that this bill be now read a second time, to which the honourable member for Lindsay moved as an amendment that all words after 'That' be omitted with a view to substituting other words. Subsequent amendments have been moved by honourable members. The immediate question before the House is that the amendment moved by the honourable member for Kooyong be agreed to.
