Senator GREEN (Queensland—Assistant Minister for Tourism, Assistant Minister for Pacific Island Affairs and Assistant Minister for Northern Australia) (13:24): Senator Collins, proposed section 31A(3) on page 23 of the bill steps out that, without limiting subsection (2), an authorisation may authorise a person to perform a function or exercise a power in relation to specified proceedings, in relation to a specified act or omission, or in specified circumstances.

So it would depend on what the authorisation says.
