Interactive Gambling Amendment (Gambling Reform) Bill 2026, National Self-exclusion Register (Cost Recovery Levy) Amendment Bill 2026, Interactive Gambling (Cost Recovery Levy) Bill 2026

The PRESIDENT (17:26): I will now deal with the second reading amendment circulated by Senator Thorpe. Senator Thorpe's circulated amendment— Omit all words after "That", substitute "the Senate rejects the bill and is of the opinion that: (a) gambling disproportionately harms Aboriginal and Torres Strait Islander people; (b) the bill was subject to inadequate consultation with Aboriginal and Torres Strait Islander people impacted by gambling harms; and (c) the bill ignores many of the recommendations in the House of Representatives Standing Committee on Social Policy and Legal Affairs report 'You win some, you lose more' (known as the Murphy report), including: (i) that the Australian Government should establish a national online gambling regulator with the sole purpose of reducing harm and with responsibility for all licencing and regulation, and (ii) that this regulator should levy online wagering service providers to fund national strategy harm reduction measures, including supporting Aboriginal and Torres Strait Islander community-controlled health organisations to develop and implement measures that reduce gambling harm impacting Aboriginal and Torres Strait Islander people".

The PRESIDENT: The question is that the amendment on sheet 3973 be agreed to. Question negatived.
