The register is expected to use a limited set of identifying information, primarily email addresses and mobile phone numbers, to enable matching between registered individuals and online content service providers.

Detailed operational arrangements, including registration requirements, matching processes, privacy safeguards and platform obligations, will be prescribed in opt-out register rules made by ACMA.
