Ms STEGGALL (Warringah) (13:33): I have repeatedly called for transparency from the government over the proposed sale of parts of HMAS Penguin and the protection of its angophora forest and heritage. Recently, the Sydney Institute of Marine Science presented to the Headland Preservation Group and to Mosman Parks and Bushland Association AGMs. They raised serious concerns about the impact that divestment and any development will have on the waters below and the surrounding ecosystems.

Development on the steep slopes above HMAS Penguin may increase polluted run-off and sediment, smothering Posidonia australis seagrass and undermining years of publicly funded restoration which is gradually improving the marine environment. Excavations could also release legacy contaminants. These risks extend beyond the property boundary, from the ridge to the harbour, possibly undermining significant marine conservation work.

I've issued an FOI request to the Department of Defence, and only two relevant documents were identified, and access was denied to both. The government must urgently describe what comprehensive environmental assessment has been done, and, if none, halt any divestment until such an assessment is in fact done. Surplus land should remain in Commonwealth ownership, managed by the Sydney Harbour Federation Trust, with opportunities for marine science and public education.

Our community deserves genuine consultation and lasting protection for this remarkable place.
