Ms LE (Fowler) (14:19): My question is to the Minister for Health and Ageing. Minister, your government often boasts that Fowler has the nation's highest bulk-billing rate, but south-west Sydney has the fewest GPs per person in Greater Sydney. High bulk-billing is not proof of access; it's proof my community cannot afford anything else.

Yet Fowler is tagged MM1—inner metropolitan—so we're locked out of Distribution Priority Area status. We cannot even apply for an exceptional circumstances review. Can you demand that review is open to high-need communities like Fowler, so our practices can recruit the doctors we need?
