Senator ROBERTS (Queensland) (12:07): I move: At the end of the motion, add ", and: (a) the Senate notes that: (i) Part 2 of Schedule 3 to the bill would allow disclosure of personal health information in the possession of the Department to third parties without the knowledge and explicit permission of the individual, (ii) no dedicated checks and balances have been provided in the legislation to ensure the confidentiality and privacy of this data, (iii) no data integrity reporting has been provided to ensure all parties are capable of data sharing, and (iv) no mechanism has been included whereby an individual who has been 'matched' incorrectly can remedy the error; (b) Part 2 of Schedule 3 to the bill (clarifying and improving the operation of the Healthcare Identifiers Act 2010) be referred to the Legal and Constitutional Affairs Legislation Committee for inquiry and report by 12 October 2026; and (c) further consideration of the bill be made an order of the day for the first sitting day after the committee has reported".
