It's not purely about staff hours. I just give you that as an example.

It's also about the way complaints are handled in the most efficient way and the fact that the mandatory notification requires—just like your example of, 'What if somebody's Google searches their name and finds out at some point that they once were?' The flipside of that is that at the moment everybody named in any complaint in an adverse way is contacted and told and that that is also having an impact on all of those people as well.

That's why the advice from the commission to us is to retain it as a discretion of the president and not as a mandatory requirement.
