The discretion for the president is retained, and we think that is appropriate.

This is all about how complaints are handled. Procedural fairness is part of that. The simple change here is whether the individuals associated with all the adverse allegations have to be told in a mandatory sense or whether the president of the commission can retain the discretion.

That's the change.
