In accordance with the normal departmental processes for the delivery of election commitments, the Prime Minister was not a decision-maker.

What I would also say to those opposite— Senator McGrath interjecting— The PRESIDENT: Order! Senator McGrath! The level of interjection is disorderly and disrespectful.

Senator WONG: The final point I would make on this is this is precisely the same process the coalition would have taken had they won government.
