Senator WONG (South Australia—Minister for Foreign Affairs and Leader of the Government in the Senate) (14:19): I again say these commitments were delivered in accordance with the Commonwealth grant guidelines transparently. In accordance with the normal departmental processes for the delivery of election commitments, the Prime Minister was not a decision-maker.

What I would also say to those opposite— Senator McGrath interjecting— The PRESIDENT: Order! Senator McGrath! The level of interjection is disorderly and disrespectful.

I've called over and over again for order, and it seems the more I call order, the more you shout. Listen in silence. Minister Wong.

Senator WONG: The final point I would make on this is this is precisely the same process the coalition would have taken had they won government.
