Senator WALSH (Victoria—Minister for Early Childhood Education and Minister for Youth) (19:17): My recollection is that the in-home care sustainability grants have been available for operational costs. Clearly the costs of educators themselves are a significant part of an in-home care operation or any early learning operation. The sustainability grants can be used for operational costs.

Operational costs include early education.
