Senator HODGINS-MAY (Victoria) (19:18): Minister, noting that this bill makes it possible for meeting quality area 2 of the National Quality Standard to be a condition of receiving the worker retention payment, how is the Commonwealth ensuring that state and territory regulators are adequately funded and resourced to make sure they have the capacity to regularly and thoroughly assess every early learning service against those standards?
