Mr TAYLOR (Hume—Leader of the Opposition) (14:01): My question is to the Prime Minister. New Parliamentary Budget Office analysis shows Labor's budget assumed the humanitarian immigration intake would fall from 20,000 to 13,750. But on 27 August the Prime Minister texted an ABC journalist to reverse that position back to 20,000, costing over $7 billion.

Did the Treasurer or cabinet approve this $7 billion decision before the text was sent, and where is the money coming from?
