Senator KOVACIC (New South Wales) (15:59): At the request of Senator Bragg, I move general business notices of motion Nos 744, 745, 746 and 747 together: GENERAL BUSINESS NOTICE OF MOTION NO. 744 That there be laid on the table by the Minister representing the Minister for Infrastructure, Transport, Regional Development and Local Government, by no later than midday on Thursday, 8 October 2026, in relation to the Australian Government's additional commitment of $3.8 billion to the Suburban Rail Loop East project announced in the 2026-27 Budget: (a) all documents provided by the Victorian Government to the Australian Government, the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts or Infrastructure Australia between 31 January 2025 and 12 May 2026 in response to, or for the purpose of satisfying, the recommendations contained in Infrastructure Australia's Suburban Rail Loop East business case evaluation report, dated 31 January 2025, including: (i) an updated and detailed cost estimate for Suburban Rail Loop East and supporting station precinct interventions, (ii) a comprehensive funding and financing strategy with supporting quantitative analysis detailing how value capture will fund one third of the cost of Suburban Rail Loop East, and (iii) analysis, including cost-benefit analysis, demonstrating the social, economic and environmental benefits attributable to Suburban Rail Loop East; (b) all final assessments, reviews, reports or advice prepared by the department or Infrastructure Australia assessing whether the information referred to in paragraph (a) satisfied Infrastructure Australia's recommendations; (c) all final advice provided to the Minister for Infrastructure, Transport, Regional Development and Local Government concerning whether Infrastructure Australia's recommendations had been satisfied before the decision to commit the additional $3.8 billion; and (d) all correspondence between the Australian Government and the Victorian Government concerning whether the requirements or recommendations identified in Infrastructure Australia's 31 January 2025 evaluation had been satisfied.

GENERAL BUSINESS NOTICE OF MOTION NO. 745 That there be laid on the table by the Minister representing the Minister for Infrastructure, Transport, Regional Development and Local Government, by no later than midday on Thursday, 8 October 2026, in relation to the first funding round of the Thriving Suburbs Program: (a) the final assessment spreadsheet, matrix or equivalent document recording, for each eligible application: (i) the scores awarded against each assessment criterion by the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts, (ii) the total score and rating, (iii) the project's order of merit or ranking, and (iv) the amount of Commonwealth funding sought; (b) the final assessment pack provided to the multi-party parliamentary panel; (c) the final recommendations, scores or rankings provided by the multi-party parliamentary panel to the department or minister; (d) the final assessment pack, project rankings and funding recommendations provided by the department to the Minister for Infrastructure, Transport, Regional Development and Local Government as decision maker; (e) documents recording the minister's final funding decisions, including documents recording the reasons for: (i) approving any application that was not recommended for funding by the department, (ii) not approving any application that was recommended for funding by the department, or (iii) approving an application ranked below an application that did not receive funding; and (f) any document, spreadsheet, database extract or analysis prepared or held by the department, the minister or the minister's office which identified an application or applicant by reference to: (i) the federal electoral division in which the proposed project was located, (ii) the political party of the member representing that division, (iii) the electoral margin of that division, or (iv) whether that division was classified or described as marginal, target, held or not held by a particular political party.

GENERAL BUSINESS NOTICE OF MOTION NO. 746 That there be laid on the table by the Minister representing the Minister for Infrastructure, Transport, Regional Development and Local Government, by no later than midday on Thursday, 8 October 2026, in relation to the Australian Government's commitment of $220 million to the Circular Quay Renewal Program: (a) any final or updated business case, revised business case, project proposal report, cost-benefit analysis or equivalent document provided by the New South Wales Government to the Australian Government in support of the $220 million Commonwealth funding commitment; (b) all final assessments, reports or advice prepared by the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts concerning: (i) the scope and estimated cost of the Circular Quay Renewal Program, (ii) the economic benefits, costs and benefit-cost ratio of the project, (iii) the value for money of the proposed Commonwealth contribution, and (iv) the Commonwealth funding contribution of $220 million; (c) all final advice provided to the Minister for Infrastructure, Transport, Regional Development and Local Government concerning the decision to commit $220 million in Commonwealth funding to the project; (d) all documents provided by the New South Wales Government and all final departmental assessments or advice, explaining or assessing the differences between: (i) the Circular Quay Renewal proposal evaluated by Infrastructure Australia on 12 April 2022, with a P50 capital cost of $973 million and proposed Australian Government contribution of $486.5 million, and (ii) the Circular Quay Renewal Program currently included in the Infrastructure Investment Program, with an estimated total project cost of $440 million and Australian Government contribution of $220 million, including any changes to the project scope, design, staging, benefits, costs, delivery model or Commonwealth-funded components; (e) all documents, including legal advice, departmental advice, assessments and correspondence with the New South Wales Government, concerning the project-specific condition contained in the Federation Funding Agreement Schedule on Land Transport Infrastructure Projects that the Australian Government contribution to the Circular Quay Renewal Program is 'subject to clarification of eligibility under the National Land Transport Act 2014', including: (i) the nature of the eligibility issue requiring clarification, (ii) which elements of the project were, or may have been, considered ineligible for Commonwealth funding under the Act, (iii) whether that eligibility issue has subsequently been resolved, (iv) if so, the date on which it was resolved and the statutory basis upon which the relevant expenditure was determined to be eligible, and (f) the current Federation Funding Agreement schedule, implementation plan, project proposal report, milestone schedule or other agreement governing the provision of Commonwealth funding for the project.

GENERAL BUSINESS NOTICE OF MOTION NO. 747 That there be laid on the table by the Minister representing the Minister for Infrastructure, Transport, Regional Development and Local Government, by no later than midday on Thursday, 8 October 2026, in relation to the Australian Government's $60 million commitment to the project known as Expanding Perth's Ferry Network: (a) any final business case, feasibility study, cost-benefit analysis, patronage or demand modelling, cost estimate, route options analysis or terminal options analysis provided to the Australian Government by the Western Australian Government in relation to the project; (b) all final assessments, reports or advice prepared by the Department of Infrastructure, Transport, Regional Development, Communications, Sport and the Arts concerning: (i) the need for and value for money of the project, (ii) projected patronage or demand, (iii) the proposed Applecross and University of Western Australia/Matilda Bay terminal locations, (iv) the cost and scope of the project, (v) the Australian Government's $50 million contribution towards the two new terminals, and (vi) the Australian Government's $10 million contribution towards planning and design for a future extension of the ferry network; (c) all final briefing material provided to the Minister for Infrastructure, Transport, Regional Development and Local Government concerning the decision to provide Commonwealth funding for the project; and (d) any executed Federation Funding Agreement schedule, project agreement, implementation plan, milestone schedule or other instrument governing the provision or payment of the Australian Government's $60 million contribution.
