QUESTIONS WITHOUT NOTICE

Order! I've been crystal clear about calling ministers and people interjecting. I don't know why this is so hard for everyone.

It's a pretty simple principle. People are heard in silence with their question and shown that respect, and then I give the call to the minister and the House can make its own determinations. But, until then, I just want basic principles to be followed and basic respect to be shown to everyone.
