Minister Watt opened the second public consultation round on the national environmental reforms, publishing the exposure draft of the National Environmental Standard for Environmental Offsets ahead of Australia's first National Environmental Protection Agency commencing on 1 July 2026. The draft introduces a legally binding hierarchy requiring proponents to avoid and mitigate harm before any offsetting is permitted — a first under national environmental law.
Public comment closes 9 June 2026, continuing the staged consultation model the portfolio has applied throughout the reform sequence.
