The 2026–27 Budget is the dominant signal for Minister Conroy and the broader DFAT portfolio on 11 May, with a joint media release from three ministers anchoring Australia's development and diplomatic spending to the Indo-Pacific. The portfolio maintains total ODA levels while directing more than 75 cents of every development dollar to the region — framed explicitly against what the release describes as a triple shock of global aid cuts, trade disruption and energy insecurity.

The two standout line items are $87 million for DFAT's role in the nuclear-powered submarine program and $60.5 million for consular services and Smartraveller, spanning Defence Industry and Foreign Affairs responsibilities simultaneously. Ukraine's duty-free access extension to July 2028 adds a second non-Indo-Pacific dimension to what is otherwise a regionally concentrated budget pitch.
