Minister for Veterans' Affairs Matt Keogh used a 24 June media release to mark a structural turning point in the veteran compensation system: from 1 July, the enhanced Military Rehabilitation and Compensation Act 2004 (MRCA) becomes the sole legislative gateway for new veteran entitlement claims, closing the Veterans' Entitlements Act 1986 and the Safety Rehabilitation and Compensation (Defence-related Claims) Act 1988 to new claimants [TA-260624-dva-22f6a79d382e].

The consolidation ends the longstanding three-act architecture that has required veterans, advocates, and departmental staff to navigate separate legislative pathways depending on when and how a service injury was incurred. Existing beneficiaries under the displaced Acts retain their entitlements at the same level or higher, with several enhanced and allowances standardised from the transition date.

Running alongside the legislative consolidation, Keogh announced the establishment of the Veteran and Family Wellbeing Agency on the same date — a new entity providing a single national website and phone line to connect veterans and their families to wellbeing services [TA-260624-dva-22f6a79d382e]. The agency's explicit purpose is to reduce the service fragmentation that has historically made the system difficult to navigate, particularly during the transition from military to civilian life.

Keogh framed both measures directly against the Royal Commission into Defence and Veteran Suicide, stating that system complexity has been identified as a contributing factor to veteran suicidality [TA-260624-dva-22f6a79d382e]. The government has committed more than $2 billion to implement the Royal Commission's recommendations and expects two-thirds of those recommendations to be delivered by the end of 2026.
