Burke's most substantive parliamentary contribution on 14 May was an Immigration and Citizenship account of budget-driven migration reform, citing a 45 percent fall in net overseas migration from its peak and a new target directing 70 percent of the permanent intake to onshore applicants. The budget also introduces a ballot mechanism to constrain working-holiday and backpacker visas and legislation to cap international student numbers, both framed explicitly as housing-pressure measures.
