Minister Bowen managed two concurrent energy priorities on 23–24 March: releasing the National Data Centre Expectations framework, which sets conditions for AI and data centre investment including obligations to underwrite new renewables and bear grid connection costs, and adjusting diesel flashpoint standards to expand supply flexibility amid Middle East disruption.

In Question Time the same day, the Minister reported Australia holds 38 days of petrol and 30 days of diesel in the strategic reserve, with six of 81 expected deliveries cancelled or deferred and supply outages remaining localised across three states. Across both streams, the Minister positioned the government as managing an immediate fuel security crisis through operational levers — reserve releases, refinery contact, and fuel standard adjustments — while simultaneously anchoring longer-term energy transition conditions through the data centre framework.
