Tribune’s note

Minister for Climate Change and Energy Chris Bowen used a 15 May media release to signal a significant expansion of Australia's fuel and fertiliser stockpiles under the Strategic Reserve framework [TA-260515-climat-048a6d0bf7f8]. Three new diesel shipments totalling approximately 150 million litres — sourced from Ampol, Viva Energy, and regional supplier IOR — are directed to South Australia, Tasmania, Queensland and Victoria, broadening the geographic spread of supply beyond the eastern seaboard majors.

The Strategic Reserve now holds roughly 600 million litres of diesel and 100 million litres of jet fuel, figures the Minister cited to demonstrate the reserve's operational scale. Export Finance Australia activated partnerships with Ampol, BP Australia, IOR and Viva Energy to enable 14 additional cargoes of diesel and jet fuel under the new Strategic Reserve powers [TA-260515-climat-048a6d0bf7f8], marking a concrete use of the financing mechanism introduced alongside the reserve legislation.

Separately, the Government secured approximately 90,000 tonnes of fertiliser for the domestic market through agreements with CSBP and Incitec Pivot — a move that extends the reserve concept beyond liquid fuels into agricultural inputs critical to planting and growing decisions. The dual focus on diesel and fertiliser signals that the portfolio frames national supply resilience as encompassing both transport energy and food-production inputs, with Export Finance Australia serving as the commercial enabler across both streams.

The inclusion of IOR as a regional supplier alongside the major fuel retailers is a notable feature of the announcement, suggesting the Government is routing supply through regional distribution networks rather than relying solely on the largest incumbents. No parliamentary debate accompanies this note; the comms stream is the sole source for this activity window.
