Minister for Education Jason Clare opened targeted consultation on the Universities Accord (Opening the Doors of Opportunity) Bill, the central legislative vehicle for the government's higher education access agenda. The Bill introduces two funding mechanisms — a Managed Growth Funding system providing demand-driven Commonwealth Supported Places and a Needs-Based Funding stream for disadvantaged, regional, remote and Indigenous students.

The government projects the reforms will fund 200,000 additional university commencements over the next decade. The Australian Tertiary Education Commission, legislated earlier this year, will administer both funding systems once the Bill passes.
