Education Minister Jason Clare announced the Government will use the 2026 Federal Budget to act on the Ambitious Australia Report's recommendation for university research specialisation. The Australian Tertiary Education Commission — legislation for which has recently passed Parliament — will be tasked with advising on implementation. The reform also targets TAFE-to-university pathways, aiming to cut degree length and cost for students who already hold a relevant TAFE qualification.

Clare framed the goal as building a differentiated university system — "more like a constellation than the cut-and-paste approach we have today."
