Deputy Prime Minister Richard Marles announced more than $23 million for four Victorian projects under the Regional Precincts and Partnerships Program, the largest single allocation being $20 million to Barwon Water's Black Rock precinct for a waste-to-energy and biochar facility. The Black Rock project is the most significant in scale and policy signal, positioning the program to fund infrastructure that crosses regional development and circular economy objectives.

The remaining three grants target community planning and trades infrastructure in Alpine, Bass Coast and Ballarat.
