Mr Chester, Deputy Leader of the National Party, used an adjournment speech on 26 March 2026 to press the federal government to end what he called "paralysis by analysis" on carp control and move immediately to trial the carp herpes virus in Australian waterways [TA-260326-house-acd3ee5310f1:s122]. The intervention is pointed: Mr Chester is not proposing a new policy direction so much as demanding that existing scientific consensus be acted upon, framing government delay as an active policy failure rather than an abundance of caution.

The scale of the problem he described is striking. The Victorian Fisheries Authority advises that carp biomass in Australia is sufficient to fill the MCG three and a half times over, with carp reaching up to 90 per cent of fish biomass in some waterways and degrading river health, water quality, bank stability, vegetation, and native fish populations across 22 affected species [TA-260326-house-acd3ee5310f1:s122].

For regional communities dependent on recreational fishing, Mr Chester argued these losses are social and economic as well as environmental.

On the proposed remedy, Mr Chester endorsed the Victorian Fisheries Authority's recommendation for herpes virus trials, citing CSIRO research that the virus kills carp rapidly without replicating in native Australian fish [TA-260326-house-acd3ee5310f1:s122]. His argument is cumulative: 49 years of research and two decades of specific virus consideration have, in his view, moved the question past the threshold of acceptable scientific risk.

The case for trials, he contends, is closed; only political will is now required.

The critique is directed at both federal and state governments, characterising inaction as a shared failure of nerve rather than a jurisdictional dispute. Mr Chester's framing — that officials are deliberating while waterways degrade — positions the Coalition as the party willing to take practical environmental action in regional Australia, a line of attack that integrates environmental stewardship with the National Party's core regional and agricultural constituency.
