House of Representatives — 1 July 2026

Tribune’s note

The 1 July 2026 sitting of the House of Representatives was defined by the simultaneous commencement of a large tranche of government policy measures, making the day both the centrepiece of the government's cost-of-living narrative and the main target of Opposition attack. Prime Minister Anthony Albanese listed the measures taking effect that day: tax cuts for all workers, a minimum-wage increase, paid parental leave expanded to six months, payday superannuation contributions, permanent urgent-care clinics, additional PBS medicines, free TAFE places and a strengthened Medicare [TA-260701-house-68491a178a10:s167].

Treasurer Jim Chalmers told the House that the new tax cuts amount to approximately $2,800 extra per average worker and that the budget delivers five distinct tax cuts alongside the minimum-wage rise [TA-260701-house-68491a178a10:s168].

Question Time concentrated the day's sharpest exchanges. Opposition Leader Angus Taylor cited sharp price rises — electricity up 38%, gas 37%, rents 23%, childcare 27% — and demanded to know how Australians can get ahead, while also pressing the government on a reported 3% fall in Sydney and Melbourne house prices and seeking a guarantee prices would not fall further [TA-260701-house-68491a178a10:s151 TA-260701-house-68491a178a10:s159].

Deputy Manager of Opposition Business Kevin Hogan pointed to fifteen consecutive interest-rate hikes and a decline in living standards. National Party MP Alison Penfold challenged the value of what she characterised as a 70-cent-a-day tax cut against the backdrop of inflation. The Minister for Climate Change and Energy Chris Bowen responded by outlining mandatory three-hour free power provision and noting that 457,439 households installed cheaper home batteries in the past year [TA-260701-house-68491a178a10:s163].

Assistant Treasurer Daniel Mulino outlined new rules to prevent excessive supermarket pricing and increased penalties for breaches. The Minister for Small Business announced a permanent $20,000 instant asset write-off, a two-year loss carry-back and the removal of 497 nuisance tariffs saving $127 million annually.

The legislative agenda was the most substantive of the sitting day. The House passed the Online Safety Amendment (Strengthening Enforcement for the Social Media Minimum Age) Bill 2026 at third reading [TA-260701-house-68491a178a10:s020], with both government and opposition framing the debate around strengthening the eSafety Commissioner's powers, though National Party MP Anne Webster argued that 70% of children remain online despite the existing ban and called for stronger tools to compel documents from social media platforms.

The National Disability Insurance Scheme Amendment (Securing the NDIS for Future Generations) Bill 2026 generated the most contested floor proceedings, with at least five crossbench MPs — Dai Le, Nicolette Boele, Monique Ryan, Helen Haines, Andrew Gee — and Greens MP Elizabeth Watson-Brown each moving separate amendments covering linguistic accessibility, whistleblower protections, consultation requirements, support-determination limits and review mechanisms.

Minister Mark Butler rejected most crossbench amendments while accepting a limited set, and the bill passed as amended with its third reading deferred to the next sitting. The Regulatory Reform Omnibus Bill 2026 passed third reading after Assistant Treasurer Mulino moved government amendments; Independent MP Allegra Spender supported the bill but moved a second-reading amendment calling for measurable deregulation targets and greater independence for the Office of Impact Assessment, noting compliance costs have risen from $65 billion in 2013 to $160 billion [TA-260701-house-68491a178a10:s089].

The government framed the bill as targeting a $10.2 billion annual reduction in regulatory burden.

Several second-reading debates were initiated across a wide portfolio range. Attorney-General Michelle Rowland introduced the Administrative and Judicial Review Legislation Amendment Bill 2026, which would expand the Administrative Review Tribunal's powers, allow oral reasons in migration matters and introduce identity-verification requirements. Minister for Agriculture Julie Collins moved second readings for both the Wine and Other Legislation Amendment Bill 2026 — amending the Wine Australia Act to enable industry surveys and an information-management framework for grape-purchase contracts — and the Biosecurity Amendment (Improving Operational Efficiency) Bill 2026, introducing a digital Australia travel declaration and a notice-of-intention process for approved arrangements.

Minister for Aged Care Sam Rae introduced the Aged Care Legislation Amendment (Aboriginal and Torres Strait Islander Aged Care Commissioner and Other Measures) Bill 2026, establishing Australia's first permanent independent Aboriginal and Torres Strait Islander Aged Care Commissioner within the Aged Care Quality and Safety Commission [TA-260701-house-68491a178a10:s013].

The Defence Legislation Amendment (RCDVS Implementation and Related Measures No. 2) Bill 2026 — implementing 15 Royal Commission recommendations directly and supporting 20 more — attracted cautious coalition support while critics pointed to the $5,000 allied-health cap and DVA staffing cuts. On the Health Legislation Amendment (Prescribing of Pharmaceutical Benefits) Bill 2025, the Health Minister moved to disagree with a Senate amendment that would extend PBS prescribing rights to podiatrists, arguing nurse-prescriber work was complete while podiatrist prescribing remained unfinished; Independent Monique Ryan criticised the delay as already causing drug shortages including Zoladex [TA-260701-house-68491a178a10:s085].

The Health Insurance Amendment (Incentive Payments and Other Measures) Bill 2026 drew extensive Labor members' contributions citing a national bulk-billing rate above 81% and the $8.5 billion Medicare investment, while the Liberal National opposition referred it to the Senate Community Affairs Legislation Committee.

In procedural matters, Attorney-General Rowland moved that the House not concur with a Senate resolution ordering the Parliamentary Joint Committee on the National Anti-Corruption Commission to obtain primary documentation and conduct in-camera interviews with commissioner candidates, arguing the Senate's request would expand the committee's functions beyond statute [TA-260701-house-68491a178a10:s005].

The Prime Minister moved a condolence motion for Professor Richard Scolyer AO, the melanoma researcher, which both the Opposition Leader and Minister Butler supported, with the debate referred to the Federation Chamber [TA-260701-house-68491a178a10:s066]. The Parliamentary Joint Committee on Human Rights tabled Scrutiny Report 8 of 2026, flagging privacy and freedom-of-movement concerns in the Health Insurance Amendment Bill 2026 and the Australian Criminal Intelligence Commission Bill 2026, and noting in its Annual Report that 25 bills passed before the committee could comment on them [TA-260701-house-68491a178a10:s091].

Members' Statements and the Adjournment debate amplified the day's dominant themes. Coalition members repeatedly deployed the phrase "inflation tax" and promoted a "tax-back guarantee" they say would return $400 in the first year. Government members highlighted the same 1 July package.

Greens MP Elizabeth Watson-Brown and Independent Phillip Thompson both raised the $5,000 allied-health cap for veterans — a concern that also featured in the bills debate and the MPI — suggesting this is a pressure point across the crossbench. Independent MP Andrew Wilkie used the adjournment to raise what he described as an integrity crisis in the Tasmanian Liberal government, citing ministerial resignations and Integrity Commission reforms that he said leave structural weaknesses unresolved [TA-260701-house-68491a178a10:s109].

Labor MP Steve Georganas confirmed that from 1 July supermarket price-gouging is illegal, noting Coles and Woolworths control approximately 70% of the grocery market [TA-260701-house-68491a178a10:s115]. Independent MP Nicolette Boele also asked the Deputy Prime Minister in Question Time when Australia will sign the UN Treaty on the Prohibition of Nuclear Weapons, a question that went unresolved in the published record.

The Minister for the Environment Tony Burke announced the establishment of a National Environmental Protection Agency — a policy instrument that also appeared in Members' Statements from Labor's Luke Gosling — suggesting coordinated government communications around the new agency.
